New fee for those who have to repay benefits

If you have been paid too much by the Swedish Social Insurance Agency (Försäkringskassan), you must repay the benefits you were not entitled to. The Swedish parliament, Riksdagen, has now decided that a fee will also apply if incorrect benefits have been paid.

The fee will apply to payments made from 1 July 2026

Anyone who receives too much in benefits must repay the overpaid amount to the Social Insurance Agency.

From 1 July 2026, anyone who has provided incorrect information to the Social Insurance Agency will also have to pay an additional fee, known as a sanction fee. This also applies if the mistake was accidental or if someone failed to report a change in circumstances, for example receiving a new salary or moving home.

Lower fee in mitigating circumstances

There may be mitigating circumstances which mean you do not have to pay the fee, or that you pay a reduced amount.

For example, this could apply if there were reasons that made it difficult to provide information, such as old age or poor health. Exceptions may also apply if the fee would negatively affect another person, for example a child.

How much the fee will be

The sanction fee is 25% of the amount that was paid incorrectly and must be repaid. For example, if you were overpaid SEK 12,000 in child allowance, the sanction fee would be SEK 3,000.

There is a minimum fee of SEK 2,368 (4% of the price base amount).

People who abuse the social insurance system may be stopped from receiving benefits

The government has also decided that the Social Insurance Agency will be able to stop someone from receiving one or more benefits.

This applies to people who deliberately, or through gross negligence, provide incorrect information in order to receive more money than they are entitled to. A stop can last between 3 months and 3 years.

The purpose of the sanction fee

The purpose of the new fee is to reduce incorrect payments, whether caused by carelessness or benefit fraud.

All payments made by the Social Insurance Agency are funded by taxpayers and should go to people who are entitled to support, such as people who are ill, on parental leave, or living with a disability.
