Move to Sweden

Here, you can find out what applies to individuals who are moving to Sweden. The information applies  to foreign nationals who move to Sweden as well as to Swedish citizens who move back to Sweden after a period abroad. It does not apply to those posted abroad by a foreign employer or those who are here to study.

Provide information to Försäkringskassan

If you move to Sweden together with children under the age of 16, Försäkringskassan contacts you once you are registered in the Swedish Population Register. We do this to investigate whether you and your children should be insured here and thereby eligible for child allowance.

If you move to Sweden without children, you can provide information to Försäkringskassan if, for example, you would like a European Health Insurance Card (EHIC) or to apply for a benefit or allowance. 

If you move to Sweden but do not become registered in the Population Register, you provide information to Försäkringskassan that we used to investigate whether you should be insured in Sweden. If you are insured here, you may be entitled to compensation from Försäkringskassan if, for example, you have a baby. You submit information using My pages (Mina sidor).

What happens once I have submitted the information?

Försäkringskassan assesses whether you should be considered as residing or working in Sweden, in other words whether you should be insured in Sweden. If we determine that you are insured in Sweden, you may be entitled to different types of compensation from Försäkringskassan, such as child allowance or housing allowance.

Register with the Swedish Tax Agency

If you are planning on staying in Sweden at least one year, you must most often be entered into the Swedish population register. You do this by registering with the Swedish Tax Agency.

Apply for compensation

If you work in Sweden, you must turn to Försäkringskassan if you want to apply for compensation. If you live and Sweden but work in a different country, in most cases you are insured in the country where you work and must contact the equivalent of Försäkringskassan in the country where you work to apply for compensation.

Right to medical and dental care

Once you are registered in Sweden, you are entitled to medical and dental care under the same terms as others who live in Sweden. This means that you pay the standard Swedish patient fee for medical care and the regular fee for dental care in the public healthcare system.

Even if you are not registered in Sweden, you always have the right to medical and dental care that cannot wait until you come home again. How much you need to pay for the care depends on what country you come from and if you have a European Health Insurance Card or a certificate that confirms your right to care in Sweden. If you come from another Nordic country, it is enough for you to present an ID and provide your home address. You may also have the right to care that can wait until you come home. This depends on what country you come from and if you work in Sweden or not.

 

If you move to Sweden and have pension from another EU/EEA country, you need a certificate E121 – also called S1 – from the country that pays your pension. The certificate entitles you to care in Sweden at the Swedish patient fee. It also entitles you to the national dental care subsidy.

Apply for the certificate from the equivalent of Försäkringskassan in the country that pays out your pension. You will receive two originals of the certificate. Make a copy of the certificate and send it to the Swedish Tax Agency when you report your move to Sweden. When you have received a personal ID number from the Swedish Tax Agency, you must send both of the original certificates to Försäkringskassan.

If you move to Sweden and have children in another EU/EEA country, you do not need to do anything to be entitled to child allowance and corresponding compensation from Sweden. You may need to contact the other EU/EEA country to obtain compensation from there. Försäkringskassan coordinates the compensation together with the authority in the other EU/EEA country. This means that your family receives the same amount as if all family members were to live in the country that pays the highest compensation.

 

Frequently asked questions

Yes, if you do not work in Sweden, you need a certificate, E 109 (S1) from the country where you live and work. The certificate gives your child the right to healthcare in Sweden to Swedish patient fee. It also gives the child the right to state dental care.

Apply for the certificate with the equivalent of the Swedish Social Insurance Agency in the country where you live and work. You get two copies. Send both certificates in original to Försäkringskassan, Utlandsärenden, Box 1164, 621 22 Visby, Sweden.

  • the social insurance numbers of you and your family members in the other country
  • address details in the other country
  • a birth certificate if the child does not have a Swedish personal ID number
  • information on employment in Swede, such as an employment contract or payslip.

 

Yes. It is generally the country where the child lives that pays child allowance, but if the allowance is lower than that Swede would pay, the family will receive the difference as an additional amount from Sweden. Contact the Customer Centre at 0771-524 524 to learn what applies in your particular case.

Yes, if you are from an EU/EEA country or Switzerland and are insured by not registered in Sweden, you can receive care under the same terms as those who are registered in Sweden.

To receive care under the same terms as those who are registered in Sweden, you must have a Certificate on residence in Sweden. When you need care, you must present the certificate to the care provider.

Can I receive the certificate?

To receive the certificate, you must

  • come from an EU/EEA country or Switzerland
  • not be eligible for registration in Sweden
  • be insured in Sweden
  • have moved to Sweden.

How do I apply for a certificate?

Send in a decision from the Swedish Tax Agency indicating that you are not eligible for registration in Sweden. Send it to Försäkringskassan's Inläsningscentral, 839 88 Östersund and write that you would like a “Certificate on residence in Sweden”.

If you lived or worked abroad, Försäkringskassan may need to investigate whether you are insured in Sweden.
