If you are a job seeker and are participating in a programme through the Public Employment Service, you may be eligible for compensation from Försäkringskassan. Here, you can read about how much money you can receive and how to apply.
What are the Public Employment Service’s programmes?
The Public Employment Service’s programmes are
labour market training
the job and development programme
job guarantee for young people
project with labour market focus
support to start up a business
You must contact the Public Employment Service for help to get a spot in a programme. Försäkringskassan will then help you apply for compensation for your participation in the programme.
Are you participating in the Public Employment Service’s introduction programme?
If you were recently granted a residence permit and are participating in the Public Employment Service’s introduction programme, you can receive introduction benefit and possibly even introduction benefit for housing or supplementary introduction benefit. You can find relevant information on the page for the introduction programme. The information is available in Swedish, English and Arabic.
When you participate in a programme, you receive a specific amount per day (daily amount) for maximum five days a week.
You receive compensation for these days
You receive money for each day you participate in your programme. You can also receive money if you are absent for certain reasons, like if you are sick and reported your sickness to the Public Employment Service on the first day or you are caring for a sick child.
If you are absent without an approved reason, you will not receive money for that day. You can read more about accepted reasons under Frequently asked questions.
How much you receive per day
The daily amount of your compensation depends on factors like your age. Under the headings below, you can see what your daily amount will be, without any relevant reduction and if you are participating in a programme full time.
If you meet the requirements for unemployment benefits, the amount is the same as your daily benefit from the unemployment insurance fund.
If you do not fulfil the requirements for unemployment benefits you will receive SEK 223 per day. If you are participating in the job and development programme, you can receive SEK 223 in compensation for a total of 450 days.
The compensation you receive is called activity grant and is taxable. This means that Försäkringskassan will deduct tax before disbursing your money.
If you meet the requirements for unemployment benefits, you compensation per day is
80% of the daily earnings on which your unemployment benefits are based for the first 100 days
70% of your daily earnings the subsequent 100 days
65% of your daily earnings after this.
Your unemployment insurance fund will have notified you about the amounts. The compensation you receive is called activity grant and is taxable. This means that Försäkringskassan will deduct tax before disbursing your money.
The amount you receive per day may be lower, for example if you
work and receive pay for the same day
receive other compensation from Försäkringskassan, like sickness compensation or parental benefit
are a student receiving financial aid or study start aid from CSN
are receiving old age pension or occupational pension
have a programme part time.
More information about exactly how we calculation a possible reduction can be found under Frequently asked questions.
How do I apply for activity grant or development allowance?
Once you are registered in a labour market programme through the Public Employment Service, you can apply for compensation from Försäkringskassan. You apply for one month at a time retrospectively.
1. Apply by no later than the 7th each month
You apply for a month during the subsequent month. If we receive your application by no later than the 7th, you will receive the money on the 26th of the same month. For example, you apply for March by no later than 7 April to receive your money on 26 April.
If we receive your application between the 8th and the last day of the month, the money will be paid on the 26th of the subsequent month. If you fail to meet this deadline, you cannot receive any money with the exception of special circumstances.
Once you have logged in to My pages (Mina sidor), an administrator can give you personal assistance in filling out your application through a personal web meeting, where you can chat with an administrator.
Instruction video for the e-service “Application for activity grant, development allowance or introduction benefit”.
If we receive your application by no later than the 7th of the month and your application is complete, you will receive your money on the 26th of the same month. If we receive your application after the 7th, the money will be paid on the 26th of the subsequent month.
We will contact you if we need more information for your application or must investigate something. You can see all of your disbursements by logging in to My pages (Mina sidor).
If the 26th is a Saturday, you will receive the money on Friday. If the 26th is a Sunday, you will receive the money on Monday. If the 26th is a public holiday, you will receive the money on the next day.
Disbursement normally scheduled for 24, 25 and 26 December will be paid out on 21 December 2018.
Notify the Public Employment Service if you are taking care of a sick child and cannot participate in your programme. When you apply for compensation, you indicate that you were absent for temporary care of a child on the relevant days.
You will receive compensation for the days you cared for a sick child.
If you get sick, you must report your sickness to the Public Employment Service the very first day you are absent. If you are sick for more than seven days, you must also send a doctor's certificate to Försäkringskassan.
When you apply for compensation, you specify which days you were sick. You will receive compensation for days you were sick if you reported it to the Public Employment Service on the first day, with a deduction for one qualifying day.
If the Public Employment Service discontinues your programme and you want to apply for sickness benefit, you must report your sickness to Försäkringskassan.
If you apply for compensation for participating in your programme but also worked and received a salary the same day, we will reduce your compensation for that day by the amount you earned. If you earned more than your compensation for that day, you will not receive any compensation from Försäkringskassan.
Example: You usually receive SEK 500 per day in activity grant. One specific day, you earn SEK 1,500. You therefore do not receive any activity grant for that day. Your total income is SEK 1,500. You enter in your application how much you earned. This also applies to earnings such as commission and income for family home or a position of trust. Your compensation is not affected if you work on days when you do not have your programme.
If you apply for compensation for days that you are receiving parental benefit or rehabilitation benefit for, we will reduce your compensation for that day by the amount you receive in parental benefit or rehabilitation benefit.
If you are receiving sickness compensation, activity compensation, general old age pension or occupational pension while participating in your programme, we will divide the monthly amount by 22 and deduct this from your compensation per day.
If you are receiving financial aid or study start aid from CSN while participating in a programme, you cannot receive compensation for the programme at the same time. If, for example, you are receiving financial aid 50%, we will cut the compensation you receive for participating in your programme in half. If you are receiving financial aid 100%, you cannot receive any compensation.
The Public Employment Service may decide that you are not entitled to compensation for a number of days, for example if you did not participate in your programme like you should have. If this is the case, the Public Employment Service will send their decision to both you and Försäkringskassan. Försäkringskassan will then decide which days you will not receive money for.
