Development allowance

What is development allowance?

If you are at least 18 but not yet 25 years of age and do not fulfil the conditions for unemployment insurance, you can receive development allowance. If you do fulfil the conditions for unemployment insurance, you are entitled to activity grant instead of development allowance. If you turn 25 while participating in the programme, you also have the right to activity grant.

How much can I receive in development allowance?

If you have graduated from upper secondary school, you receive SEK 142 per day if you are participating in a programme full time. If you have not graduated from upper secondary school, you receive SEK 48 per day in you are participating in a programme full time. On 1 July of the year you turn 20, your compensation is increased to SEK 142 per day. Development allowance is tax-free.
 

What happens if I work?

If you work one day instead of participating in your programme, you receive no compensation for that day. If you work and still participate in the programme full time, this does not affect your development allowance.
 

How it works – step by step

  1. The Public Employment Service refers you to a labour-market policy programme.
  2. After you have been referred, you receive a letter from Försäkringskassan with a calculation of how much money you are entitled to if you participate in the programme. You will normally receive the letter within 14 days after being referred.
  3. To receive money, each month you must fill in the form called Declaration for activity grant/development allowance. You can fill in the form directly on My pages (Mina sidor) or send in the paper form.
  4. Once a month, you send the form to Försäkringskassans inläsningscentral, 839 88 Östersund.
  5. You will normally receive your money 14 days after the form arrives at Försäkringskassan. The money will be paid to the account number you provided to Försäkringskassan.

On My pages (Mina sidor), you can:

  • sign your declaration
  • see information regarding your next disbursement 1 day before it is paid
  • check whether your declaration for development allowance has been received
  • check whether your declaration for development allowance during illness has been received
  • view previous disbursements
  • change your account for receiving disbursements and indicate whether you want a text message or email when new information is available on My pages (Mina sidor)

 

How do I apply for development allowance?  

You apply by submitting a declaration on My pages (Mina sidor) or via the paper form. Logging in to My pages (Mina sidor) with your electronic ID and submitting your declaration there speeds up the process, prevents many errors and saves you money on postage.

What should I do if I become sick?

If you become sick, report your sickness to both Försäkringskassan and the Public Employment Service on the very first day. If the programme is not run by the Public Employment Service, then you must report your sickness to that organisation as well.

What happens if my child becomes sick?

If you must stay home full days to care for a sick child, you can receive development allowance. You receive the development allowance following the same rules that apply for temporary parental benefit.

To receive money while caring for a sick child, you must submit one of the following forms:

Declaration – activity grant/development allowance during temporary care of child (FK6420).

Declaration – activity grant/development allowance during temporary care of child – transfer (FK6422).

If you want to use allotted days in connection with the birth or adoption of a child, send in the following form:

Special rules apply if your child is at least 12 but not yet 16 years of age. In such cases, you must have a doctor's statement regarding your child's condition. If the time is used for a doctor's visit, it is enough for the doctor to write on your medical care receipt that it was necessary for you to accompany the child. Send in the form in good time. Development allowance is normally paid 14 days after the form arrives at Försäkringskassan. If you are having trouble filling in the form, consult the form guide.
