Agreement and connection

Agreement and connection regards the LEFI Online service that is provided by Försäkringskassan.
For a description of the service, including opening hours, price model, access, and support routine, please refer to the page  Description of the services.

The conditions and connection process vary depending on the organisation. It is therefore important that you read the section that applies to your organisation.

Legal requirements

Data disclosure to insurance companies is largely based on a statutory regulation. Disclosure of data is permitted for the coordination of compensation, claim management, risk assessment, and pension forecasting.  

In order to be authorised to access the data via LEFI Online, there must also be an agreement between the insurance company and Försäkringskassan.

Disclosure of data under the agreement is supported by:

  • Chapter 10, Section 39 of the Social Insurance Code
    (Disclosure for coordination)

Disclosure on a medium for automated processing is supported by:

  • Chapter114, Sections 24 and 9 of the Social Insurance Code
    (Disclosure of coordination)
  • Chapter 114, Section 24 of the Social Insurance Code
    (Disclosure for risk assessment (consent is required from the individual))
  • Chapter 114, Section 25 of the Social Insurance Code
    (Disclosure for pension forecasting (consent is required from the individual))
  • Chapter 114, Section 26 of the Social Insurance Code
    (Disclosure for claim management (consent is required from the individual))

Technical conditions

The service can be used via a web interface (login from Försäkringskassan's website with a valid e-identification) or via a system-to-system interface (requires the user to have their own user interface).

Connection process

  1. The insurance company/insurance agent fills in a request that is sent to Försäkringskassan.
  2. An agreement is sent to the insurance company.
  3. If the connection request is for the LEFI Online web interface, a form regarding access rights (Decision on access rights) is also sent.
  4. One copy of the “Decision on access rights” form must be filled in for each user. It must be signed by the manager responsible for the users at the insurance company/insurance agent that is authorised to access the LEFI Online web interface.
  5. Once both parties have signed the agreement, the insurance company can be connected to LEFI Online.

Division of responsibility

Försäkringskassan's responsibilities
Försäkringskassan is responsible for ensuring that the response in the service contains the data found in Försäkringskassan's register and databases at the time of the query.

The recipient is responsible for compilation of the provided data and how it is displayed at the recipient. This applies to cases where LEFI Online system-to-system interface is used.

Försäkringskassan is responsible for deregistering the user and ensuring they no longer have access to the service as soon as possible after receiving a request to revoke the person's access rights to the LEFI Online web interface.

Recipient's responsibility
If the recipient (insurance company/insurance agent) no longer wishes to be connected to LEFI Online, the agreement between the recipient (insurance company/insurance agent) and Försäkringskassan must be terminated.

Registration of new web interface users

If your organisation wants to give additional users access rights to the web interface, you must first request the “Decision on access rights” form from Försäkringskassan.

You can order the form by sending an e-mail to registeruttag@forsakringskassan.se.

Enter the following in the subject line: “LEFI Online: Request for new access rights to web interface”

In the e-mail, indicate the following:
• That you wish to order the “Decision on access rights” form for LEFI Online web interface
• Corporate identity number
• Name of the organisation

Once you have received the form, fill in and submit one form for each user. It must be signed by the manager responsible for the users at the insurance company/insurance agent who are authorised to access the LEFI Online web interface.

Deregistration of web interface users

Users who should no longer have authorisation to retrieve data from the LEFI Online web interface must be deregistered immediately.

User deregistration is done by e-mail to Försäkringskassan.

Include the following information in the deregistration e-mail:

  • That you are requesting deregistration
  • Corporate identity number
  • Name of the organisation
  • From what date deregistration should apply
  • Personal identity number (for each relevant user)
  • Name (for each relevant user)

Send the deregistration request to the following address:

Termination

For contracted partners (insurance company/insurance agent) termination is carried out as specified in the agreement.

National and local governments

Conditions

Legal requirements

In order for data to be disclosed, the authority must have a case involving the person about whom data is requested.

Disclosure of data is supported by:

  • Sections 2 and 3 of Ordinance (1980:995) requiring Försäkringskassan to disclose data to other authorities
  • Section 3 of Ordinance (2008:975) on the duty to disclose data in certain cases under the Social Services Act (2001:453)
  • Section 2 of Ordinance (2009:555) on the duty to disclose data under the Municipal Childcare Allowance Act (2008:307)

Disclosure on a medium for automated processing is supported by:

  • Section 21 and Section 8 Paragraph 2 of the Act (2003:763) on the Handling of Personal Data within the Social Insurance Administration.

Connection process

1. The authority fills in a request that is sent to Försäkringskassan.

If the connection request is for the LEFI Online web interface, a form regarding access rights (Decision on access rights) is sent.

One copy of the “Decision on access rights” form must be filled in for each user. It must be signed by the manager responsible for the users at the authority/municipality who are authorised to access the LEFI Online web interface.

Division of responsibility

Försäkringskassan's responsibilities
Försäkringskassan is responsible for ensuring that the response in the service contains the data found in Försäkringskassan's register and databases at the time of the query.

The recipient is responsible for compilation of the provided data and how it is displayed at the recipient. This applies to cases where LEFI Online system-to-system interface is used.

Försäkringskassan is responsible for deregistering the user and ensuring they no longer have access to the service as soon as possible after receiving a request to revoke the person's access rights to the LEFI Online web interface.

Recipient's responsibility
A recipient can hire a personal data agent (representative) to handling the personal data on the recipient's behalf. In such cases, the recipient is responsible for ensuring that a personal data agent agreement has been entered into between the two parties. The existence of said agreement is stipulated in the Personal Data Act (1998:204).

If the recipient no longer wants to be connected to LEFI Online, the recipient must notify Försäkringskassan of the termination. Refer to the Termination section below.

Termination

Access to the service is terminated by sending an e-mail to Försäkringskassan with the following information:

• That you are requesting termination
• Corporate identity number
• Name of the organisation
• From what date the termination should apply.

Assignment as agent ceases
When an assignment as agent ceases, Försäkringskassan must be notified of this in writing. Send notification of agent status termination to Försäkringskassan using the following address:
