Försäkringskassan's work with social entrepreneurship that facilitates occupational integration

Försäkringskassan collaborates with authorities such as Swedish Agency for Economic and Regional Growth, the Public Employment Service, the National Board of Health and Welfare and the Swedish Association of Local Authorities and Regions in issues related to work integration social enterprises, rehabilitation and employment.

The collaboration originated in a Government Commission to increase awareness of the potential of social enterprises in terms of rehabilitation and employment, and in the Government's action plan for social entrepreneurship that facilitates occupational integration.

New roads to rehabilitation and employment, and an expanded labour market

The need for job opportunities for people who currently find themselves far from the labour market has not been adequately addressed, therefore the labour market needs to be expanded and new roads for rehabilitation and employment need to be created.

Work integration social enterprises aim to integrate these people. A number of the enterprises specialise in occupational rehabilitation and have special opportunities to tailor tasks according to specific needs. One of the ideas of social entrepreneurship is ”empowerment”, i.e., the involvement of all employees in the operations, for example through decision-making and co-ownership.

Most social enterprises are run as economic associations in the form of a cooperative, but they can also be non-profit associations, foundations or limited companies. At present there are a little over 200 work integration social enterprises in Sweden, but the Government is involved in several initiatives aimed at promoting the establishment and growth or these enterprises.

In April 2010, the Government adopted an action plan for social entrepreneurship that facilitates occupational integration. Försäkringskassan is involved in various activities that include social enterprises, for example, within the Resa project and the work with the European Social Fund.
