The role of the Public Employment Service

The Public Employment Service decides on the right to programmes as well as the programme's scope. The Public Employment Service can refer participants to one or several labour market programmes of varying scope.

Those who are employment officers are also to inform the organiser of a labour market programme that he or she must certify the participant's attendance on the form ”Assurance activity grant or development allowance”. In conjunction with this, it is good to inform them that Försäkringskassan can conduct random attendance inspections and that the organiser in this case must turn over information to Försäkringskassan.

Participants who have questions about travel and accommodation etc. should contact the Public Employment Service. Administrative officers at the Public Employment Service administer the support for, inter alia, travel and accommodation for persons receiving an activity grant or development allowance when participating in labour market programmes.

The role of Försäkringskassan

Försäkringskassan is responsible for the disbursement and calculation of the size of the activity grant or development allowance.

If the participant falls ill

Those participants in a labour market programme who falls ill must notify Försäkringskassan of this on the first sick day. Notification is submitted via www.forsakringskassan.se or by calling 020-524 524. The participant retains the activity grant or development allowance on the same terms as if he or she would otherwise have received sickness benefit. This means that compensation is not paid for the first day of the sickness period. A sickness report is also to be made to the Public Employment Service and to the programme organiser.

A participant who is sick for more than seven days must produce a doctor's certificate in order to receive compensation. Försäkringskassan will then approve the sickness period. In the event of illness, the participant is to submit form FK 6402, Assurance for activity grant/development allowance during sickness, to Försäkringskassan. Those working while participating in a labour market programme may also be entitled to sick pay from the employer as well as sickness benefit.

If the participant is home to care for a child

A participant can retain the activity grant or development allowance during the temporary care of a child. The participant must write a ”V” in their assurance for the days that he or she temporarily cares for a child, and submit a special assurance (FK 6420, 6422 or 6424) to Försäkringskassan. The participant does not need to submit a temporary care of child notification to Försäkringskassan.

Leave for other reasons

Those participating in a labour market programme may also retain their activity grant or development allowance despite being absent in the event of

  • care of close relatives
  • an individual urgent matter of importance if the leave is short
  • a short break in the labour market programme or activity.

Those who are disease carriers can retain their activity grant or development allowance on the same terms as if he or she would have received disease carrier allowance.
